The difficulty was isolating distribution, without efficient transport and efficient virtual communication, would a distributed system be effective? If the system is distributed, what are the limits? what is the optimum density? There were more questions than answers, like how this would benefit Australia (already such a distributed vast place) let alone the parliament.
